Become can imply a change of state (as in 16) as well as a transition; grow could be used in 15, but not in 16.
Grow is preferred for growth like in ‘He’s growing tall’.

Develop means ‘show signs of appearing, changing’ (like in 1) or ‘cause to grow, to increase’ (see sentence 2).
